If you’ve searched for a vape shop in UAE, buy vape online UAE, or best e-cigarette Dubai, you already know the market is crowded — but not all of it is reliable, and not all of it is legal. This guide walks you through everything you need to know about vaping in the UAE in 2026, from the law to the best products, so you can shop with confidence.
Is Vaping Legal in the UAE in 2026?
Yes. E-cigarettes and vape products have been legal in the UAE since April 2019, when the Cabinet removed them from the prohibited products list and placed the category under the Ministry of Health and Prevention (MOHAP). Since then, every legitimate vape UAE retailer must sell products that meet the technical standards set by the Emirates Authority for Standardization and Metrology (ESMA).
MOHAP & ESMA Registration — Why It Matters
Every legally sold vape device and e-liquid in the UAE must be registered with MOHAP and comply with ESMA specifications covering nicotine strength limits, device safety, and bilingual (Arabic/English) health warning labels.
What Registration Means for You as a Buyer
Registration isn’t just a bureaucratic checkbox — it’s your guarantee that the product has been tested for purity, heavy metals, and accurate nicotine labeling. Unregistered or “grey market” vapes are increasingly being confiscated at customs and are not something a reputable vape shop UAE should ever stock.
How to Check If a Product Is Registered
- Look for a MOHAP/ESMA registration sticker or number on the packaging
- Check that health warnings appear in both Arabic and English
- Buy only from licensed retailers who display their registration certificate
Red Flags of Unregistered or Grey-Market Vapes
Packaging that’s entirely in a foreign language with no UAE-specific labeling, unusually low prices, and sellers who can’t produce a registration certificate are all warning signs to avoid.
New in 2026 — Excise Tax on E-Liquids
Starting September 1, 2026, the UAE Ministry of Finance is introducing a minimum excise tax price of AED 1 per milliliter on vape liquids. This means even heavily discounted e-liquids will be taxed at this minimum value, which is reshaping pricing across the e-cigarette Dubai market. Buying from a compliant retailer ensures your pricing already reflects these rules — no surprises at checkout.
Where You Can (and Can’t) Vape
- Allowed: Licensed retailers, designated smoking areas, many outdoor spaces, and registered shisha cafés
- Restricted: Dubai Metro (fines up to AED 2,000), public beaches (fines around AED 500), hospitals, schools, and most enclosed public buildings
- Age limit: Sales are strictly limited to buyers aged 18 and over
